Speaker: Ms. Junell Scheeres

Topic: Lean Six Sigma – Applied to the Pursuit of Solving World Hunger

This presentation will describe ways Lean and Six Sigma techniques have been successfully applied at USDA’s National Institute of Food and Agriculture (NIFA), in Washington, DC. Each year NIFA receives more than 10,000 (competitive) applications from private sector organizations in addition to the hundreds of (non-competitive) research proposals submitted from Land-Grant Universities for Federal grants to conduct agricultural research, education, and extension services (applied research and production). In 2017, NIFA was on track to award more than $1.3 billion dollars to advance agricultural science, agri-business initiatives and rural community services. The funding streams, scientific imperatives, as well as local, national and international food and water security must be balanced and synchronized to ensure grants are processed in accordance with legislative and oversight guidelines provided by Congress on behalf of the American people. This presentation will demonstrate how mapping the Value Stream; identifying key performance indicators (KPIs); establishing transactional work standards; and engaging process-level and technical subject matter experts led to the successful development and deployment of an Active Award dashboard to track the key elements of the Active Award Lifecycle, in near real-time. We will also demonstrate the impact and operational benefits realized by applying Lean Six Sigma tools and performance improvement strategies to facilitate effective and efficient grant management. Finally, this presentation will identify ways future multi-disciplinary resources of scientists, engineers and business experts can bring value to the scientific evaluation and grant award management processes at USDA and other federal agencies processing research grants on behalf of the people they serve.

Junell Scheeres is President and Founder of LS2 Performance Solutions, LLC, a management consulting group providing performance improvement lifecycle support to client organizations. She has over thirty years of specialized experience guiding organizational transformations through leadership development, strategic planning, operational performance improvement, and change management. Her most recent clients include the U.S. Department of Agriculture (USDA), the Transportation Security Administration (TSA), the National Guard Bureau (NGB) and the US Army.


Junell’s background as a management engineer and Certified Master Black Belt has yielded an extensive track record of successful implementation of business-centered process improvement initiatives such as Lean Six-Sigma (LSS), Kaizen events and 5S implementation to assist public and private sector organizations improve efficiency and effectiveness. She is a skilled instructor and serves as adjunct/visiting faculty teaching Lean and Six Sigma courses for the Institute of Industrial & Systems Engineers, Gulf Coast State College and the University of Southern California’s Viterbi School of Engineering. She has been a management consultant and deployment advisor for Accenture, George Group, Xcelerate Solutions and VHA’s performance improvement consultancy.


Junell holds a MA in Organizational Development and a BS in Business Administration. She is a graduate of the U.S. Army’s Management Engineering College and the U.S. Air Force Management Engineering program. She is a recipient of the Army’s Lean Six Sigma LEAP award and was the Air Force Management Engineer of the Year. She has authored numerous articles in industry and peer reviewed journals and magazines and is a sought-after speaker at National and International performance improvement conferences.
