ISO 9001:2015 adds leadership of the quality management system as a responsibility of management. Leading requires management not to only provide resources, but to lead by example.  Over my 20 years, I’ve often seen committed management that lacked leadership of their quality management system.  The lack of leadership by management sends the wrong message to employees and the organization never reaches its full potential.  Oscar will walk through the ISO 9001:2015 requirements of leadership and providing practical insight on moving beyond commitment to leadership!

Presentation: Introduction Blending Control and Quality Assurance Synergy

Presentation introduces principle control and Quality Assurance synergy in contemporary advanced production of liquid  hydrocarbon products kerosene (jet fuel), gasoline and diesel fuels.

First the location and functional role of Blenders in a petrochemical refinery is positioned.

Next a quick overview of historical evolution since the 1950’s of the refinery’s Blending Process Unit.

In the final part the advanced synergy is outlined how in-line Quality Measuring Instruments (QMI’s) are used both for contemporary advanced blender control, in-line QMI validation (during the Blend run) and the certificate of product quality compliance.

Impression is given on dramatic cost savings and major contribution to refinery’s profit margin.

As always, our monthly professional development dinner meetings are open to the public. There is no requirement to be an ASQ member to purchase a meal or to attend. Online registration closes on Tuesday at 11:45am before the event. If you choose to purchase a meal at the event, the price will be $25 and food choices may be limited.

Oscar is the President and Sr. Consultant of The ISO 9001 Group, a consulting, auditing and training firm based in Houston, Texas.  Oscar has successfully led and managed Quality and HSE Departments for major corporations, such as Nabors Industries and Fugro before joining The ISO 9001 Group. Oscar has over 20 years of experience providing consulting, auditing and training to such clients as: Transocean, Hewlett-Packard, The Department of Veteran Affairs, Cameron, Halliburton and numerous other medium and small size clients throughout the United States and internationally.  Oscar has acquired invaluable national and international business experience, which he utilizes on a daily basis to assist The ISO 9001 Group clients in overcoming their management system challenges.


Oscar is a Senior Member of the American Society for Quality and has also served as the Programs Committee Chair for ASQ’s Houston Chapter 1405.  Oscar also conducts keynote presentations for several organizations such as, The American Society for Quality, Offshore Well Control Conference, UBM Canon, Occupational Health & Safety.com and Human Resources.com.  Oscar’s articles have been published by publications such as, Quality Progress (QP) and Quality Digest.


Oscar earned his MBA from the University of Houston and his Bachelors of Science in Business Management from the University of Phoenix.  He has undergone specialized training in the areas of: Quality Management, ISO 9001 and ISO 14001 Lead Auditing, Root Cause Analysis, Project Management, OSHA Compliance, Operational Safety Management and Behavioral Based Safety.  He is certified by Exemplar (RAB-QSA) as a Principal Management Consultant. Oscar also sits on various industry boards and committees.
