Topic: Getting Better: Using Lean Six Sigma to Improve Performance in the Texas Correctional Health Care System

Although Lean Six Sigma (LSS) has been increasingly used to improve efficiency and quality in health care systems for more than a decade, LSS methods have been employed in few correctional health care systems.  In our presentation, we will describe the deployment of a comprehensive LSS program within Correctional Managed Care in Texas, including but not limited to (a) the development and delivery of web-based education and classroom trainings for executives and senior leaders, multi-disciplinary management teams, and frontline unit staff across disciplines, (b) the subsequent implementation and impact of >50 performance improvement initiatives addressing a range of unit-based and system-wide processes, and (c) progress towards identification and dissemination of best practices.

Mr. Kelly Coates is the Associate Vice President, Clinical Support Services, in the Correctional Managed Care (CMC) division of the University of Texas Medical Branch (UTMB). Mr. Kelly Coates is the Associate Vice President, Clinical Support Services, in the Correctional Managed Care (CMC) division of the University of Texas Medical Branch (UTMB). He has been with UTMB for 8 years. Kelly graduated from the University of Texas with his Bachelor’s and Master’s in Business Administration. Kelly has led CMC’s recent Lean Six Sigma (LSS) initiative, developing and delivering on-line educational materials and 9 in-person classroom training sessions for 275 managers around the state of Texas. CMC currently has 50 LSS projects in progress, aimed at improving the efficiency and effectiveness of patient care. Kelly earned his full Lean Six Sigma Green Belt certification through a collaborative training effort designed by the University of Houston College of Technology and the University of Texas School of Public Health (2015).
